On September 22, 1862, U. S. President Abraham Lincoln issued the preliminary Emancipation Proclamation to declare that all slaves in rebel states should be free on January 1, 1863.
"When did we see you hungry and feed you, or thirsty and give to you drink? And when did we see you as a stranger and welcome you, or naked and clothe you?
